Legislation Update

AB 1186 (Skinner) requires the Public Utilities Commission to hold a proceeding to establish a program to award grants to public schools providing instruction in kindergarten or grades 1 to 12, inclusive, for energy efficiency improvements to include advanced controls, lighting, upgrades to heating, ventilation, and air-conditioning systems. Requires the commission to direct gas and electrical corporations to implement that program within their respective service areas. SB 594 (Wolk) authorizes an eligible customer-generator with multiple meters to elect to aggregate the electrical load of the meters located on property where the generation facility is located and on all property adjacent or contiguous to that property, if those properties are solely owned, leased, or rented by the eligible customer-generator. The bill prohibits a customer-generator that chooses to aggregate from receiving net surplus electricity compensation and requires the utility to retain kilowatt hours. SB 843 (Wolk) enacts the Community-Based Renewable Energy Self-Generation Program. The bill authorizes a retail customer of an electrical corporation to acquire an interest in a community renewable energy facility for the purpose of receiving a bill credit to offset all or a portion of the customer's electricity usage. The bill also provides corporations or persons engaging in certain community facility activities are not classified as public utilities and repeals certain provisions relating to the City of Davis receiving a bill credit.  This bill is on the Assembly Floor.
